For modding programs, they're all on Mod The Sims. Delphy's CTU is what I use for clothing recolors. I also use s3pe (sims 3 package editor) to make default replacements and/or other package editing I need to do. There is also a s3oc (sims 3 object cloner) for modding objects. Everything is at Mod the Sims, including tutorials.
